Introduction<\/em><\/strong><\/p>\n<p>Convened by the Evangelical Pentecostal Union of Venezuela (UEPV) and assisted by the Venezuelan Human Rights Organization, SURES, seven representatives of churches and ecumenical organizations from Canada, the United States, Latin America, and the Caribbean had the opportunity to provide virtual accompaniment to the Venezuelan Legislative Elections, \u00a0held on December 6, 2020.<\/p>\n<p><strong><em>2. Methodology<\/em><\/strong><\/p>\n<p>This International Commission of Churches and Ecumenical Agencies had the opportunity to hold preparatory meetings and train in the particularities of the Venezuelan electoral system including its implications for respect and affirmation of human rights in Venezuela. \u00a0Given this unprecedented virtual observation experience, we agreed to work through<em> Zoom<\/em> to accompany and observe in real-time during three moments of polling day (morning, noon, and closing of elections). \u00a0We recognize the limitations of this type of observation; however, having the testimony of the Venezuelan churches and SURES&#8217;s help, with its team of national observers, we have obtained first-hand information from the whole process. \u00a0At the close of the day, we were also able to interview other entities working on human rights in the country, such as the Venezuelan Association of Jurists.<\/p>\n<p><strong><em>3. Context<\/em><\/strong><\/p>\n<p>It is essential to highlight some fundamental aspects of the context which we heard from the people interviewed including representatives of churches in Venezuela in which this election took place:<\/p>\n<ol>\n<li>The COVID-19 pandemic &#8211; the most active population committed to excerising their right to vote in previous elections has been seniors.<\/li>\n<li>A vigorous campaign which called people to abstain from \u00a0voting through social media.<\/li>\n<li>Due to the blockade, there is a lack of fuel which has reduced the frequency of public transport frequency.<\/li>\n<li>Electoral participation in Venezuela is voluntary and not mandatory.<\/li>\n<li>In the Venezuelan electoral tradition, there is a lower percentage of participation in parliamentary elections than presidential ones.<\/li>\n<\/ol>\n<p><em><strong>4. Report<\/strong><\/em><\/p>\n<p>After conversation regarding what we observed and receiving information from church representatives and citizen testimonies and national observers, which were kind enough to share their analyses with us, the following is our\u00a0 we report the following regarding the the Venezuelan Legislative Electoral Process.<\/p>\n<ol>\n<li>Neatness and transparency in the organization of the electoral process. We found an efficient organization at polling stations: \u00a0the preparation of voter lists, the use of adequate voter identification, and the use of a computerized system that, safeguarding the right of confidenciality, operated for the capture of citizen voting with a high degree of efficiency.<\/li>\n<li>Compliance with biosecurity measures for voting citizens. Measures such as the use of masks, surface cleaners, physical distancing, non-agglomeration of groups of people, and other measures were duly taken, exercised, and respected by both the authorities and the public.<\/li>\n<li>Calm and fluidity in the exercise of the right to vote. We witnessed how the process was carried out calmly and safely, within the aspiration of social peace and harmony.<\/li>\n<li>Accessibility for differently-abled citizens andseniors.<\/li>\n<li>Citizens went to the polling stations freely, despite a vigorous campaign against these elections.<\/li>\n<li>The presence of the CNE (National Electoral Council), accompanying the electoral process.<\/li>\n<li>The presence of authorized military members accompanying the process ensuring the safety of polling centers.<\/li>\n<\/ol>\n<p><strong><em>5. Final Reflections<\/em><\/strong><\/p>\n<p>As the Commission of Churches and Ecumenical Organizations, we have observed the Venezuelan people&#8217;s sovereignty manifest at the polls in a democratic, free, and peaceful manner. \u00a0We question calls for abstention and non-participation in this process from specific sectors of the opposition to the current government of the Bolivarian Republic of Venezuela. \u00a0We call for peace, dialogue, and understanding in Venezuelan society.\u00a0 We reject the promotion of violence and interference by external factors in Venezuelan life. \u00a0In the absence of specific findings that question its suitability, we understand that the electoral process is the best way to respect the Venezuelan people&#8217;s free and sovereign will.<\/p>\n<p>As churches and ecumenical organizations, we affirm peace as the main objective of a full life and as the way to achieve it. \u00a0In this sense, we maintain that peace is always the work of justice (Isaiah 32:17) in the common good&#8217;s aspiration. \u00a0Now, peace will be subjected to continuous changes in the evaluation of human existence. Therefore, it will never be a wholly done thing but will be faced with constant change. \u00a0This requires &#8220;a perpetual work&#8221; (Second Vatican Council, Vat. II, Const. Introducci\u00f3n<\/em><\/strong><\/p>\n<p>Convocados\/as por la Uni\u00f3n Evang\u00e9lica Pentecostal de Venezuela y con el acompa\u00f1amiento de la organizaci\u00f3n venezolana de Derechos Humanos, SURES, siete representantes de iglesias y organizaciones ecum\u00e9nicas de Canad\u00e1, Estados Unidos, Am\u00e9rica Latina y el Caribe hemos comparecido de manera virtual a un proceso de Acompa\u00f1amiento Electoral ante los Comicios Legislativos, celebrados el 6 de diciembre de 2020.\u00a0<\/p>\n<p><strong><em>2. Metodolog\u00eda\u00a0\u00a0\u00a0\u00a0<\/em><\/strong><\/p>\n<p>Esta Comisi\u00f3n Internacional de Iglesias y Organismos Ecum\u00e9nicos tuvo la oportunidad de celebrar reuniones preparatorias y de adiestrarse en las particularidades del sistema electoral venezolano, as\u00ed como sus implicaciones en torno al respeto y la afirmaci\u00f3n de los Derechos Humanos en Venezuela.\u00a0 Dado lo in\u00e9dito de la experiencia de observaci\u00f3n virtual, hemos acordado trabajar v\u00eda <em>zoom<\/em> accediendo a trav\u00e9s de esta plataforma para acompa\u00f1ar y observar en tiempo real durante tres momentos de la jornada electoral (por la ma\u00f1ana, al mediod\u00eda y al cierre de los comicios). Reconocemos las limitaciones de este tipo de observaci\u00f3n, sin embargo, contando con el testimonio de las iglesias venezolanas y la ayuda de SURES, con su equipo de veedores nacionales, hemos obtenido informaci\u00f3n de primera mano de todo el proceso. Al cierre de la jornada tambi\u00e9n pudimos mantener entrevista con otras entidades que trabajan en derechos humanos en el pa\u00eds como la Asociaci\u00f3n Venezolana de Juristas.\u00a0<\/p>\n<p><strong>\u00a03.\u00a0<\/strong><strong><em>Contexto<\/em><\/strong><\/p>\n<p>Es importante destacar algunos aspectos b\u00e1sicos del contexto en que transcurre este proceso eleccionario, a trav\u00e9s de lo que hemos escuchado de las personas entrevistadas, representantes de iglesias en Venezuela lo siguiente:\u00a0<\/p>\n<ol>\n<li>La pandemia del COVID-19, en donde las estad\u00edsticas muestran que la poblaci\u00f3n m\u00e1s activa y comprometida con el derecho al voto en elecciones anteriores ha sido la poblaci\u00f3n de edad avanzada.\u00a0<\/li>\n<li>Fuerte campa\u00f1a de llamado de abstenci\u00f3n a votar a trav\u00e9s de las redes sociales.\u00a0<\/li>\n<li>Falta de combustible para circular, a causa del bloqueo, lo cual tambi\u00e9n redujo la frecuencia de transporte p\u00fablico.<\/li>\n<li>La participaci\u00f3n electoral en Venezuela es de naturaleza voluntaria y no obligatoria.<\/li>\n<li>En la tradici\u00f3n electoral venezolana, las elecciones parlamentarias suelen arrojar un porcentaje menor de participaci\u00f3n que las presidenciales.<\/li>\n<\/ol>\n<p><strong><em>4. Informe\u00a0<\/em><\/strong><\/p>\n<p>Luego de disertar en torno a lo que observamos en este proceso, y de recibir las informaciones de la gesti\u00f3n de las iglesias y testimonios ciudadanos, as\u00ed como de las veedur\u00edas nacionales, que tambi\u00e9n tuvieron la gentileza de compartir sus propios an\u00e1lisis con nosotros\/as, queremos compartir nuestro informe sobre el Proceso Electoral Legislativo Venezolano a trav\u00e9s de lo que pudimos observar:\u00a0<\/p>\n<ol>\n<li>Pulcritud y transparencia en la organizaci\u00f3n del proceso electoral.\u00a0 Constatamos una organizaci\u00f3n eficiente en los colegios electorales: la preparaci\u00f3n de las listas de votantes, el uso de identificaci\u00f3n adecuada de los votantes, as\u00ed como el uso de un sistema computarizado que, de forma secreta, oper\u00f3 para la captaci\u00f3n del voto ciudadano con un alto grado de eficiencia.\u00a0\u00a0\u00a0<\/li>\n<li>Cumplimiento de las medidas de bioseguridad para la ciudadan\u00eda votante.\u00a0 Medidas tales como: el uso de mascarillas, limpiadores en superficies, distanciamiento f\u00edsico, la no aglomeraci\u00f3n de grupos de personas y otras medidas fueron debidamente tomadas, ejercidas y respetadas tanto por las autoridades como por la ciudadan\u00eda.\u00a0<\/li>\n<li>Calma y fluidez en el ejercicio del derecho al voto. Pudimos atestiguar c\u00f3mo el proceso se llev\u00f3 a cabo con toda calma y seguridad, dentro de la aspiraci\u00f3n de paz social y concordia.\u00a0\u00a0<\/li>\n<li>Accesibilidad para las personas con discapacidad y la tercera edad.\u00a0<\/li>\n<li>Ciudadanos y ciudadanas acudieron a los centros de votaci\u00f3n libremente, a pesar de una fuerte campa\u00f1a en contra de estas elecciones.\u00a0\u00a0<\/li>\n<li>Presencia del CNE (Consejo Nacional Electoral), acompa\u00f1ando el proceso electoral.\u00a0<\/li>\n<li>Presencia de militares autorizados, acompa\u00f1ando el proceso garantizando la seguridad de los centros de votaci\u00f3n.<\/li>\n<\/ol>\n<p><strong><em>5. Reflexiones finales<\/em><\/strong><\/p>\n<p>Como Comisi\u00f3n de Iglesias y Organismos Ecum\u00e9nicos, hemos observado la voluntad soberana del pueblo venezolano, manifestada en las urnas, de forma democr\u00e1tica, libre y pac\u00edfica.\u00a0 Cuestionamos los llamados a la abstenci\u00f3n y a la no participaci\u00f3n de este proceso venidos de ciertos sectores de la oposici\u00f3n al actual gobierno de la Rep\u00fablica Bolivariana de Venezuela. \u00a0 Hacemos un llamado a la paz, al di\u00e1logo y al entendimiento en la sociedad venezolana.\u00a0 Rechazamos la promoci\u00f3n de la violencia y la injerencia de actores externos a la vida venezolana.\u00a0 A falta de hallazgos espec\u00edficos que cuestionen su idoneidad, entendemos que el cauce electoral es la mejor manera de que se respete la voluntad libre y soberana del pueblo venezolano.<\/p>\n<p>Como iglesias y organizaciones ecum\u00e9nicas afirmamos la paz no solamente como objetivo principal de vida plena sino tambi\u00e9n como el camino para lograr la misma.\u00a0 En ese sentido, sostenemos que la paz siempre ser\u00e1 obra de la justicia (Is. 32:17) en la aspiraci\u00f3n del bien com\u00fan.\u00a0 Ahora bien, la paz estar\u00e1 sometida a continuos cambios en el devenir de la existencia humana y por ello, la misma nunca ser\u00e1 una cosa del todo hecha, sino que estar\u00e1 enfrentada a cambios continuos.\u00a0 Esto hace que se requiera de \u201cun perpetuo quehacer\u201d (Concilio Vaticano II. Vat. II, Const. Past. <em>Gaudium et Spes<\/em>, 78.). La expresi\u00f3n democr\u00e1tica, conforme la hemos palpado en estos comicios, ha sido un buen ejemplo de ese quehacer en la construcci\u00f3n de la paz social y la vida plena para el pueblo venezolano.\u00a0 Hacemos un llamado a la paz, al di\u00e1logo y al respeto por la libre autodeterminaci\u00f3n del pueblo venezolano.\u00a0 QUE AS\u00cd NOS AYUDE DIOS.<\/p>\n<p><em>\u201cPorque un ni\u00f1o nos es nacido, hijo nos es dado, y el principado sobre su hombro; Y se llamar\u00e1 su nombre Admirable, Consejero, Dios Fuerte, Padre Eterno, Pr\u00edncipe de Paz\u201d.<\/em> Isa\u00edas 9:6.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Por la Comisi\u00f3n Internacional de Iglesias y Organismos Ecum\u00e9nicos:<\/strong><\/p>\n<p><span>Rvdo.
